Can we adopt this as the official standard to express fluency, please? ;-D As an ESL teacher, I'm getting tired of explaining the difference between "A1/A2/B1/B2/C1..." vs. "breakthrough/waystage/threshold/vantage (or proficiency)/effectiveness (or mastery)" vs. "level 1.1/1.2/2.1/2.2/2.3/2.4/3.1..." vs. "year 1/2/3/4/..." vs. ... I think you get my point. :-P
