This isn't the EU, this is Europe in general. It's just mostly EU countries because all the European countries with 3-stripe flags (with the exception of Russia) are in the EU. Non-EU countries such as Belarus, Albania, and Switzerland are probably out of frame to the right (next to Portugal and Greece)

DeleteI think the newest official flags in Europe are those of Kosovo and North Macedonia, which both show a lamentable lack of bars OR stripes... :)

DeleteI think you misinterpreted "new European flag"; they don't mean a flag of Europe, but a flag for a (fictitious) new European country.
