Ugh, it was that way in Israel too. People would let their dogs wander around the neighborhood during the day. The result: one had to constantly watch out for dog poop whenever one walked along the sidewalk. So annoying!
But in Spain at least they countered it for awhile. They sent offenders the forgotten poo to them in a package. No one wants to get that package! But, it sure did work.
Yeah, I'm sure there's no trash on the floor in Nepal or in Morocco, ever.
Not sure about other cities, but before I left Paris a few years ago, they had started implementing aggressive fining of contravening dog owners, which had pretty much fixed the problem. FYI.

This town (in France) just introduced a 68-euro fine for not cleaning after one's dog or throwing cigarette butts on the ground.
